What cleans off dried water-based paint? Choose by surface
Choose a dried water-based paint cleaner for brushes, washable fabric or hard surfaces, with product-specific limits and responsible residue disposal.

The right cleaner depends on what the dried paint is on. Mild soapy water may loosen partly dried latex or acrylic paint on a compatible brush, while a hardened coating may need a purpose-made remover approved for both the paint and the underlying material. “Water-based” does not mean dried paint will simply wash away, and no household solvent is suitable for every brush, fabric or surface.
Identify the paint and the material first
Check the paint tin’s clean-up directions and the care instructions for the affected item. A brush, a washable shirt, finished timber and a concrete path are different jobs. A method for rescuing bristles is not automatically suitable for a floor finish, upholstery or clothing. If you cannot identify the coating or surface, ask its maker before using a chemical remover.
For a brush with dried water-based paint
For its synthetic brushes, Purdy’s care guidance describes soap or mild detergent with warm water and prompt cleaning. It also warns against soaking the brush or letting water reach the base of the filaments and ferrule. Follow the instructions for your own brush and coating.
- Remove loose residue gently with a suitable brush comb, without cutting the bristles.
- Work the permitted cleaner through the bristles in a container, keeping the handle and ferrule out of prolonged immersion.
- Rinse as directed and assess whether paint is still trapped near the heel. Do not force stiff filaments into a usable shape.
- Reshape and dry according to the brush maker’s instructions before storing it.
A fully hardened brush may not return to finish-painting condition. If a specialist brush restorer is needed, check its compatibility, protective equipment, ventilation and disposal directions. Follow the contact-time and temperature limits for the exact brush and cleaner, and use one approved product at a time.

For paint on clothing
Read the garment’s care label and test any allowed treatment in a hidden area. Whirlpool’s paint-stain guide describes removing excess residue gently and treating water-based paint with detergent and water, with the fabric’s care instructions governing washing. Dried stains can be stubborn; do not promise a complete recovery.
Solvent-based spot treatments are not appropriate for every fabric or dye. Follow the treatment and appliance instructions, and do not put garments containing flammable cleaner into a washer or dryer. Consult a professional cleaner for delicate, dry-clean-only or uncertain items.
For finished wood, trim or masonry
Choose a removal product explicitly intended for the coating and substrate. Test the permitted method where a changed finish will not be conspicuous. Start gently rather than using an abrasive or solvent that might remove the original finish along with the paint. Do not assume a treatment shown on a concrete path is suitable for painted trim or a coated floor.
If the existing surface coating is old or unidentified, assess potential hazards before sanding or scraping. Where removal risks more damage than the paint spot, stop and ask a suitable repair or cleaning professional.

Capture the residue
Use containers to collect paint-laden wash water and cleaning residue. Follow the cleaner label and local waste authority’s instructions; do not pour paint, solvent or sludge into drains or soil. Keep outdoor cleaning runoff out of storm drains. Our paint-brush wash-water guide explains why disposal rules matter even for water-based coatings.
